The overall objective of the project is to contribute to sustainable and inclusive economic growth in Ukraine by enhancing employment opportunities.
To achieve this overall objective, the project has three purposes:
- Support the de-regulation policy and implementation actions of the Ukrainian authorities at all relevant levels with particular focus on SMEs in priority sectors.
- Support the Ukrainian authorities in approximation with EU standards in the field of business regulation, advising the respective institutions in the harmonisation of the national legal framework with the EU acquis.
- Strengthen the capacity of Ukrainian national, regional and local authorities and other stakeholders to implement effective economic development policies with specific focus on SMEs.
The project aims at establishing a consolidated inventory of legal norms. Set up of a transparent and well documented review of every legal norm affecting businesses and citizens is set up, such that criteria to determine the norm’s legality, need, and business-friendliness including corruption vulnerability are clarified and standardised. The implementation of this project area is in close collaboration with the Ukrainian Better Regulation Delivery Office (BRDO).
Ukrainian SMEs, their business associations, relevant think tanks are supported in establishing and maintaining an efficient dialogue with national, regional and local authorities. The concept of self-regulated organisations is promoted and supported at all levels, and support is provided to put the relevant regulatory framework in place.
