The national Energy Efficiency Fund (EEF) has been legally set up by the Ukrainian government in early 2018 in close cooperation with the EU, World Bank and Germany. The EEF provides financial assistance in the form of grants to homeowner associations (HOAs) for the renovation of multi-family residential buildings. The objective of the EEF is to increase the overall energy efficiency (EE) of the housing stock and to decrease the burden of energy-related housing subsidies on the state budget. Berlin Economics has been commissioned to support the client (GIZ) in delivering recommendations for the development of the Fund’s financing strategy.
