Berlin Economics at the EBA Energy Day: Presentation of Study on Green Value Chain Localization in Ukraine

On 11 June 2025, Berlin Economics co-organized and participated in the EBA Energy Day 2025 in Kyiv, Ukraine, held in partnership with the European Business Association, DTEK and Helios Strategia. The event brought together key stakeholders to discuss the future development of Ukraine’s energy sector.

 

Pavel Bilek from our Energy and Climate Policy team presented the main findings from our upcoming study on assessing the potential of green value chain manufacturing localisation in Ukraine, co-authored with Ukrainian Industry Expertise and funded by the European Climate Foundation.

The analysis highlights Ukraine’s potential to strengthen its role in green value chain manufacturing in the solar PV, wind power, and lithium-ion battery sectors. Despite persisting challenges, the study outlines areas of competitiveness and growth considering domestic deployment targets and export ambitions.

However, in order to exploit this potential, a combination of smart policy decisions and securing finance is necessary. The panel discussion with Svitlana Mykhailovska, Pavel Bilek and Yiğit Thamisoğlu from Berlin Economics, Volodymyr Vlasiuk from UEX, and Aron Kerpel-Fronius from the Delegation of the European Union to Ukraine, explored what needs to be done in terms of finance, regulatory framework, labour shortages and vocational training necessary to build a solid green tech industrial base in Ukraine.
