Ukraine-EU electricity market coupling – expert workshop on next steps ahead
On 16 April, Berlin Economics’ Low Carbon Ukraine project, in cooperation with the Ministry of Energy of Ukraine, hosted an expert workshop to explore the economic, legal, regulatory, and operational foundations for electricity market coupling between Ukraine and the EU.

The event brought together market and transmission system operators, policy makers, regulators and European experts to foster a common understanding and discuss practical steps toward the implementation of market coupling.
During the workshop, European experts, including Dr. Maximilian Rinck from BDEW Bundesverband der Energie- und Wasserwirtschaft e.V. and René Wollenschein from TenneT, shared insights on the design and operation of coupled spot markets and balancing platforms like MARI, PICASSO, and TERRE. Ukrainian institutions, including JSC “Market operator”, NPC UKRENERGO, and NEURC, then discussed practical steps needed to prepare for market coupling. Energy law expert Andrius Šimkus outlined the core requirements of EU and Energy Community electricity market legislation, with a particular focus on market coupling and the evolving role of the National Regulator. Inna Surzhok from the Energy Community Secretariat assessed Ukraine’s draft laws 12087 and 12087-1 currently in the Ukrainian Parliament and highlighted the necessary steps for legal and regulatory alignment.
Following the successful technical synchronization with ENTSO-E in 2022, market coupling is the logical next step in Ukraine’s integration into the European energy system. With draft laws under review, stakeholders are preparing to implement the Electricity Integration Package in national legislation and operational practice.
The Low Carbon Ukraine project was part of the International Climate Initiative (IKI), funded by the Federal Ministry for Economic Affairs and Energy (BMWE). While the project concluded in April, Berlin Economics continues to support Ukraine’s green transition through ongoing initiatives.
