Pavel Bilek

Expert in energy, critical minerals and industrial policy

Pavel Bilek was the Deputy Head of the Energy and Climate team at Berlin Economics until September 2025.

He is currently an independent consultant and Senior Research Adviser at the University of Oxford TIDE Centre. During his time at BE Pavel worked extensively across Ukraine, Moldova, Uzbekistan and Armenia, advising high-level government official on energy and climate policy. He was the Deputy Head of the Low Carbon Ukraine project funded by the German Federal Ministry of Economic Affairs and Climate Action, and worked on and led a variety of projects for clients including the European Climate Foundation, the World Bank, the German Energy Agency (dena) and a variety of others.

Pavel has worked across the private, public and third sectors and has worked on and led projects across the world in the sphere of energy, extractives and development. He has also served as an independent consultant for the World Bank, International Energy Agency, the European Commission, ASEAN, UNDP and other institutions on various topics. He has a broad range of interests and expertise, including energy economics, international development, industrial policy and extractive sector economics and governance.

Pavel holds a BSc from the London School of Economics and an MPhil in Development Studies from the University of Cambridge.
