At Berlin Economics, Pavel is the deputy head of the Energy and Climate Policy team and the Low Carbon Ukraine project funded by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMUV). Pavel also acts as the energy and climate liaison for the German Economic Team’s projects in Armenia and Uzbekistan.
Pavel has working experience across the private, public and third sectors in Europe and the Middle East, and has acted as an independent consultant for the World Bank, International Energy Agency, the European Commission and other institutions on research projects around the world. He has a broad range of interests and expertise, including energy economics, international development, industrial policy and extractives sector economics and governance.
Pavel holds a BSc from the London School of Economics and an MPhil in Development Studies from the University of Cambridge.
