Berlin Economics supports the development of Kosovo’s first voluntary NDC

In March 2025, Kosovo officially adopted its first voluntary Nationally Determined Contributions (NDC) – a key step in the country’s commitment to tackle climate change through coordinated efforts by 2030. This important milestone was supported by Berlin Economics on behalf of UNDP Kosovo over the past year and a half.

Taking a cross-sectoral approach and building on relevant sectoral strategies, including the forthcoming National Energy and Climate Plan (NECP), the voluntary NDC outlines ambitions, targets and actions in the areas of climate change mitigation and adaptation. The mitigation chapter is also supported by a robust climate and energy model developed by the Berlin Economics team of experts, which highlights the emission reduction potential of the proposed cross-sectoral climate policies outlined in the NDC.

The results show that Kosovo has a large potential to reduce emissions by implementing ambitious policies across all sectors of the economy. This would allow the country to reduce emissions by up to 42% by 2030 compared to 2016 levels. However, achieving this potential will require additional financial resources, with unmet climate finance needs amounting to EUR 2.9 bn by 2030. This is particularly challenging as Kosovo cannot benefit from many international climate finance mechanisms as it is not a member of the UNFCCC.
