Low Carbon Ukraine

The project Low Carbon Ukraine (LCU) was part of the International Climate Initiative (IKI) and supported by the Federal Ministry for Economic Affairs and Energy (BMWE) on the basis of a decision adopted by the German Bundestag. It was implemented by BE Berlin Economics GmbH.

German Economic Team

The German Economic Team advises the governments of Armenia, Belarus*, Georgia*, Kosovo, Moldova, Ukraine and Uzbekistan regarding the design of economic policy reform processes and a sustainable development of the economic framework. The project is financed by the Federal Ministry for Economic Affairs and Energy (BMWE).

Examining the socio-economic impact of the Ukraine war on CCA economies

On behalf of the Asian Development Bank, we are examining the impact of the Ukraine war on the economies of the countries of the South Caucasus and Central Asia.

German-Moldovan Agricultural Policy Dialogue (APD)

APD Moldova is a project of the Bilateral Cooperation Programme funded by the German Federal Ministry of Agriculture, Food and Regional Identity (BMLEH). It supports Moldova’s Ministry of Agriculture and Food Industry (MAIA) in aligning with EU agricultural standards, enhancing policy dialogue, and strengthening capacities for a successful EU integration.

European Moldova – Support for European Integration

Funded by the EU commission, the project aims to support the Moldovan authorities in developing transparent and stable governance systems for European integration. This will be achieved by strengthening administrative capacity for reform, strengthening strategic planning and policy-making, and improving knowledge and capacity for the approximation and implementation of EU law.

The project is implemented by a consortium led by GOPA PACE.

Study on the barriers for biomethane imports from Ukraine to Germany

For the German-Ukrainian Energy Partnership, Berlin Economics prepares a short study containing a fact-check on (perceived) bottlenecks for biomethane imports to Germany and potential solutions to address these. The study (in German) will factually state the current (perceived) barriers for import of pipeline and truck-based Ukrainian biomethane to Germany, including experience of companies who have successfully imported, and outline ways to potentially remove the remaining obstacles.

Analysis of the green ammonia and E-fertilizer value chain potential in Ukraine

On behalf of GIZ, Berlin Economics is providing an initial analysis that lays the groundwork for an informed discussion on the potential of a green ammonia and e-fertilizer value chain in Ukraine. This analysis forms a key building block in the joint efforts of the H2-diplo and PROGRESS projects to support Ukraine’s transition to a low-carbon economy and its alignment with EU standards.

Actionable Recommendations for Sustainable Investment in Energy Efficiency in Buildings & Assessment of Banks’ Green Products

On behalf of UNDP, Berlin Economics develops actionable recommendations on ensuring long-term and sustainable promotion of investment in energy-efficient buildings. We also assess the capacity of local financial institutions to develop and implement green loan products for EE investments in buildings and provide actionable recommendations to improve these products.

Assessment of the technical and economic aspects of implementing energy efficiency measures and their financing requirements in Trostianets

The aim of the project is to demonstrate how the integration of solar PV and electric heat pumps can contribute to the decarbonization of energy systems and support Trostianets’ zero-gas strategy. On behalf of Greenpeace, Berlin Economics will develop an analytical and advocacy-oriented report. This report will consolidate all previous research and work, highlight key factors and successes, and evaluate financing measures for renewable energies and energy efficiency measures as well as the technical and economic aspects of using solar PV, heat pumps, and other energy efficiency measures in Trostianets.

Conduct research and analysis on supportive policy and public-private dialogue mechanisms for the GPEK Project

Development of a decarbonization roadmap for a selected cement installation in Ukraine

On behalf of GIZ, Berlin Economics develops a structured and forward-looking decarbonization roadmap for Ukraine’s cement sector selected installation, based on a static techno-economic assessment of the financial cost of a preselected installation.
We evaluate viable decarbonization options – such as process upgrades and fuel switching – and estimate the associated investment needed to close the gap with EU ETS benchmark emissions levels.

Supporting an ambitious carbon tax reform in Ukraine

On behalf of GIZ, Berlin Economics provides analytical and advisory services to support the reform of Ukraine’s carbon tax system. This includes the preparation of a follow-up policy study that builds upon the paper “Pathways for reforming Ukraine’s carbon tax” prepared by the Low Carbon Ukraine (LCU) project, models carbon price convergence pathways, assesses distributional and macroeconomic impacts, and facilitates stakeholder consultations to ensure policy relevance and practical implementation

Deep-Dive Study on critical mineral value chains in the ASEAN region

The Deep-Dive Study develops a framework and criteria for a regional definition of critical minerals for the ASEAN Region, derives implications of global trends, geopolitics, and regulatory shifts that may impact mineral value chains in ASEAN region and analyses the potential for recycling and circular economy as secondary sources of critical minerals. The study focusses on selected sectoral value chains incl. downstream value chains.

Assessing the potential for renewable technology value chain manufacturing localisation in Ukraine

On behalf of the European Climate Foundation, Berlin Economics, in collaboration with Ukrainian Industry Expertise, analyses the potential for localising three renewable energy value chains (solar PV, wind power, and lithium-ion batteries) in Ukraine. The objective of the study is to provide a comprehensive quantitative and qualitative assessment of the economic and political feasibility of green technology localisation, aiming to identify segments of the value chain that Ukraine could pursue.

Empowering of future-oriented investments in electricity grids in Western Balkans region

Preparation of energy policy information for Jordan

Berlin Economics supports the German Energy Agency (dena) by analysing, evaluating and processing current energy policy issues and trends in Jordan.

The focus of the project is the expansion of renewable energies, the status of digitalisation in Jordan’s energy sector, the identification of energy efficiency measures and the area of hydrogen. Berlin Economics provides information on energy policy and monitoring national political debates and processes relating to energy policy.

Promoting climate-resilient economic development in Georgia, Kazakhstan and Mongolia

On behalf of GIZ, Berlin Economics supported Georgia, Kazakhstan, and Mongolia in integrating climate adaptation into their national economic and climate policies. It provided tailored policy advice and capacity building to align adaptation priorities with national development goals and international climate commitments.

The project used E3 macroeconomic models to assess the economy-wide impacts of climate adaptation measures, focusing on GDP, energy demand, and emissions. Through scenario-based modelling and stakeholder engagement, it helped embed climate adaptation into economic planning and sectoral policies, strengthening the countries’ capacities for evidence-based decision-making.

Advice on private equity participation management on behalf of the Federal Ministry of Finance

On behalf of Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) and financed by the Federal Ministry of Finance, Berlin Economics advises institutions in Georgia, Azerbaijan and Namibia on private equity participation management of state entities.

The thematic focus of the consultancy includes, in particular, effective equity participation management, state property management, contract management, restructuring of companies due to privatisation processes, evaluation of companies and their structures, organisation and implementation of privatisation processes.

Socio-economic transition and just transition planning for Ukrainian coal regions

On behalf of the World Bank, Berlin Economics, together with the Institute for Economic Research and Policy Consulting, supported Ukrainian stakeholders in developing Just Transition Plans for three coal-dependent regions. It assessed energy transition options and the socio-economic impacts of coal phase-out, focusing on sustainable alternatives for these communities.

The project applied techno-economic modelling at community, regional, and national levels to evaluate various energy generation options and their financial and emissions impacts. By supporting local energy transition planning, it contributed to Ukraine’s national decarbonisation efforts, providing policy-relevant assessments for replacing coal-fired capacity with low-carbon alternatives.

Strengthening Ukraine’s solar PV capacity

On behalf of Greenpeace, Berlin Economics prepared a policy briefing on the development of an ambitious solar energy strategy in Ukraine with the aim of significantly increasing renewable energy capacity by 2027 and 2030, thereby contributing to energy security and a low-carbon energy supply.

Funded by the German Federal Foreign Office, the project supported the Verkhovna Rada of Ukraine in implementing reforms within the framework of European integration and strengthened the German-Ukrainian parliamentary dialogue on economic and reconstruction-related issues.

Developing a Holding Company Governance Model in Namibia

Berlin Economics supported the Namibian Ministry of Finance and Public Enterprises in developing a model for a state holding company, aimed at optimizing the management of state-owned commercial enterprises (CPEs). Funded by GIZ, the project provided technical assistance to improve governance structures, streamline financial management, and enable better access to private capital, contributing to enhanced transparency and financial sustainability for CPEs.

Kosovo’s first inclusive and voluntary Nationally Determined Contributions (NDCs)

The project supported the Government of Kosovo in the development of its first voluntary Nationally Determined Contribution (NDC), setting out the country’s strategic climate mitigation and adaptation objectives in alignment with regional and international frameworks. Technical support included detailed scenario modelling using LEAP and Calliope platforms to assess emissions pathways, sectoral abatement potentials, and investment needs. The project team facilitated inter-ministerial coordination and stakeholder consultations, ensuring the integration of cross-sectoral mitigation and adaptation measures aligned with Kosovo’s NECP, despite its non-signatory status to the UNFCCC.

Support of recovery and resilience development in 8 Ukrainian cities

The project supported the EU4Business programme in Ukraine, focusing on enhancing the resilience and economic recovery of eight Ukrainian cities (Kremenchuk, Brovary, Chernivtsi, Ivano-Frankivsk, Kamianets-Podilskyi, Bila Tserkva, Melitopol, Zhytomyr) by developing strategic visions for urban recovery and sustainability. The assignment involves mapping existing business support infrastructures and creating actionable roadmaps and strategies for fostering economic resilience through industrial development, entrepreneurship, and innovation ecosystems.

Green reconstruction of the residential sector: a techno-economic analysis in a selected Ukrainian city

The study elaborates various scenarios of reconstructing the destroyed and damaged housing stock of a selected Ukrainian city (Bucha) and offers a life cycle techno-economic assessment of these scenarios for the energy-efficient reconstruction of residential buildings for the selected city. Through a number of dissemination and policy advisory activities, the study was presented to stakeholders in Ukraine and at other conferences and events.

Pilot Supplier Development Program (SDP) in Tajikistan: Supporting local textile firms

The aim of the project is to support Tajik textile companies in opening up new export markets. Based on a pre-evaluation and pre-selection, ten Tajik companies from the textile sector receive expert advice and coaching on the requirements of European and international textile markets.

The project also includes an analysis of regulatory hurdles in textile exports.

The regional report on non-tariff barriers in the CEFTA region

Preparation of energy policy information on selected countries

The project supported dena by providing in-depth analyses, assessments, and summaries of current energy policy developments in selected partner countries, focusing on regulatory trends, market reforms, and strategic sectoral transformations.

Economic Research and Analytics on the Strategic Development of the Energy Efficiency Fund and its Support Programs

The project is part of the project “Support of the Ukraine Energy Efficiency Fund (EEF) and the climate-friendly Reform Agenda (S2I)”, funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety.

 

Berlin Economics was commissioned by GIZ to work on two components of the project:

 

  • Adaptation of the EDF and its support programmes to the further development of the household energy-related social subsidy (HUS) system.
  • Advising on the strategic development of the EDF to further improve its impact on energy savings and reduction of greenhouse gas emissions.

Government Advice on Economic Development in the Republic of Moldova

The overarching aim of the consultancy services is to improve the legal and regulatory framework in the Republic of Moldova, in order to foster sustainable economic development. Forbiz – Creating better business environment

Support to the reform and development of Moldovan Investment Agency (MIA) and Gagauzia Investment Agency (GIA) – Moldova

The objective of the project is to strengthen the Moldovan Investment Agency (MIA) and the subnational Gagauzia Investment Agency (GIA) by supporting both the institutional and capacity development of the agencies.

 

Berlin Economics will provide advisory services for adjustment of the existing organizational structure of the agencies in line with international best practices, with the goal to enable them to fulfill effectively their mandate in a sustainable way.

 

Another field of consultancy covers capacity development by providing strategic advice and coaching to the agencies’ management and support in the implementation of the developed reform concepts. Furthermore, the team of the agencies is trained in investment promotion in the whole investment cycle through standardized key processes for investment process activity.

Expertise in promotion of policy changes and opportunities for broad-based growth in Moldova

The project goal is to improve the legal and regulatory framework in the Republic of Moldova in order to facilitate a sustainable economic development.

 

Berlin Economics provides high-quality short-term expert advice in various topics relevant for economic policy making to relevant ministries and other state institutions, as well as the private sector and wider public. The expertise covers primarily general macroeconomic policies (investment attraction, competition, industry development, environmental aspects, SMEs development) and labour policies (unemployment, inclusion of vulnerable groups, labour rights, harmonization).

 

Another component of the project activities includes capacity building support to state bodies and policy makers in promotion of the overall broad-based inclusive economic growth policy agenda of the country, promoting sustainable development and strengthening economic resilience.

Study on flexibility options for the energy system of Ukraine

The expected targets for emission reduction and expansion of renewables and the future electrification of the heating and transport sector in Ukraine will further increase the need for flexibility in the Ukrainian electricity system.

 

On behalf of the German Energy Agency (dena), Berlin Economics analyses flexibility options for the Ukrainian energy system in order to promote its modernisation. The flexibility options should ensure that the electricity system is able to maintain a reliable balance between supply and demand and to integrate renewable energies efficiently. Berlin Economics provides recommendations for relevant energy policy makers on flexibility options on the basis of concrete comparative scenarios.

 

The flexibility scenarios are modelled with an electricity system model for Ukraine developed by Berlin Economics energy team.

Development of master plans for three locations with potential for economic development in Moldova

The aim of the project is to develop land use plans for three sites with high potential for industrial or economic use.

 

In a first step, three locations with promising economic potential are identified through a tender process. Subsequently, a plan of urban zones (Plan Urbanistic Zonal, PUZ) will be developed for each of them, which serves as a precondition for the construction of industrial parks on the selected areas.
